I searched the internet and found some functions of a manager. The link I used is https://www.managementstudyguide.com/management_functions.htm and five management functions are explained. The first and most important function of a manager is planning. A manager determines in advance the most appropriate course of action for the achievement of pre-determined organizational goals. The second function is organization, where the manager is tasked with bringing together physical, financial, and human resources and developing productive relationships amongst them for the achievement of organizational goals. Thirdly, a manager is expected to man the staffing responsibilities in their organization, especially in the technological era. Staffing is crucial in any organization since it determines whether the organization will effectively use the available labor resources to improve productivity. The fourth function associated with managers is directing where the manager ensures the efficient operation of the company’s methods to achieve its goals. Finally, a manager is tasked with controlling the activities of their organization.
The functions of managers can impact the 21st-century manager in several ways. First, the 21st century has witnessed huge developments in terms of technology. Managers are expected to use technology in carrying out most of their functions.

I have done a search and came up with similar functions of a manager. I agree with your sentiments that staffing is a crucial function for any manager. I have previously worked in an organization with several strengths but facing a set of weaknesses as well. I have seen managers work tirelessly in turning the threats facing the organization into opportunities. In my organization, the risk of facing competition was mitigated by ensuring uniqueness even after the emergence of technology.
