For instance, Germany has decisively acted towards solving the problems resulting in frustration due to the occurrence of the federal structure. Norway has also come out to effectively centralize its system of operation. Firstly, the institutions across the globe should enhance their operation by enacting competent leadership to handle managerial crisis adequately. Additionally, the nations should cohesively work with the higher education systems to provide sufficient resources to facilitate the running of the institutions and staff improvement. Finally, policies should be implemented to enhance the operation and to coordinate effective control of both educators and the learners as they form a vital component of higher education not only in Germany and Norway but across the entire globe.
Background
Basically, the desire to reactivate the glory previously perceived across the higher education globally has initiated a study to evaluate the appropriate mechanisms to be used to come up with effective policies. Higher education institutions that also form an essential portion of the society need to be reevaluated with proper policies to promote the welfare of the students. This memo comes in as a rescue to the continued life of higher education. Effective strategies are the precondition for the success of higher education and shall be tools to yield better qualifying students out of the system. This memo addresses the management of education across Norway and Germany. It also lays a foundation for the radical improvements in education sector items of policies to yield better performances. Therefore, based on the empirical observation of the perfume of higher education, it is substantial to point out that changes need to be enacted on the policy side as they will directly relate downwards. they will streamline the overall managerial and other aspects of change in the education as supported by the research.
Policy recommendation
Basing on my point of view, the official manning the higher education protocol in both Norway and German should implement leadership policy geared towards mainstreaming leadership within higher education. This policy will enrich higher education in both countries with apt management and minimize managerial and leadership challenges.
Secondly, the states should formulate policies to increase higher education funding. The funding will subsequently enhance the attainment of adequate financial desires and also will work toward the facilitation of institutional desires such as teacher exposure.
