Challenges Hindering Successful Implementation of Strategies in the Municipal Sector

An environment, which a service organization operates in, is an independent variable that can influence the implementation of business strategies (Umpleby, 2009). Dependent variables, such as inputs and transformational processes, have a considerable impact on the adoption of policies. In particular, the lack of human resources, inadequate capital, technological operations, and managerial activities can influence the success of business strategies in the service sector.

A study undertaken by Enwereji and Uwizeyimana (2019) established that municipalities in South Africa fail or struggle to implement required strategies because of several factors such as organizational leadership, inadequate resources, technological issues, oversights, and conflicts. Hence, municipalities should understand how the internal and external systems affect their efficiency.
General Problem
From the perspective of the General Systems Theory, external and internal systems influence the implementation of strategies in the service sectors such as municipalities (Umpleby, 2009). The application of the systems theory helps to illustrate how interrelated or connected systems such as corporate departments, local government, national government, and divisions affect strategy adoption. Moreover, by applying the deduction inference, the systems theory will be useful in investigating specific factors that influence strategy implementation at the municipal level (Saunders, Lewis, & Thornhill, 2015).
Specific Problem
The specific problem is the interaction between the dependent variable (an operational environment) and independent variables (inputs and transformational processes). Specific inputs include resource barriers, technological challenges, and culture-strategy conflicts, and human resources. Transformational processes are activities, managerial operations, and technological processes. The study will use participants from the municipal sector. The findings would be useful in testing the systems theory.

Qualitative is exploratory in nature. Hence, the general aim of the study is to establish how external and internal factors affect the implementation of strategies by using the case study of the South African municipalities. The study will use the systems theory to support the findings.
Specific Problem
In specific, the study will explore how particular factors, such as organizational inputs and transformational processes, affect strategy adoption. The objective is to determine how internal and external forces influence the success of municipalities.
