Steve Tsang, in his works “Consultative Leninism,” confirms that the Communist Party in the early 21st century made efforts in consulting more organizations and individuals outside of the party than what was being done earlier. This new urge for the ruling party to allow for communication between the government and its people ranges from allowing the civil society to work effectively and reaffirming the existing consultative organizations to criticize specific government policies in regards to the use of the internet as an opinion forum. The Communist Party specifically revived CPPCC as a consultation institution. Through CPPCC, the government allowed non-communist parties to articulate their views and directly discuss with the central government (872). In the current Chinese government, just like in the early 21st century governments, communication is still throttled. The government allows for freedom of expression and allows the non-communist parties to express their views only through being registered members and recognized members of accredited institutions like CPPCC. While today the government provides for internet use as a method of communication, it is highly monitored and regulated. Tsang reports that in the 20th century and early 21st century, the communist party understands that the internet can be an essential tool for undermining their rule. As a result, it was both monitored but also used as a consultation instrument. As of 2007, the State Council committed itself on its website to gather opinions regarding regulations and draft laws (pg. 872).

David Lampton, in his study titled “Xi Jinping and the National Security Commission,” speaks of some of the Chinese challenges for the government of decision on the common interests of a country in its foreign relations with ties to domestic decision making. That is, the state has to coordinate policy across different bureaucratic groups. Lampton says that organizing the Chinese security and foreign policy has become more difficult progressively as the post-Mao reform period unfolded beginning mid-1977 (pg. 762). This difficulty can be attributed to several developments, including the fact that with time several countries had created diplomatic relations with the country China, since fall 1971, when China Beijing was crowned the UN “China seat.” Globalization has also extended China’s interest, and cultures reach; the People’s Republic of China has become a superpower not just in the land but in the sea, cyberspace, air, and all other domains of power (CPCCC and State Council, 2010). Today, the Chinese government has even grown exponentially, with the western world worried about the new china with more influence in technology, the internet, war, economy, and overall influence across the globe. In the 20th century, though, the United States did not see China as a significant threat because it was a communist country without much interest in global domination. That is not true today as China is just interested in exerting its influence just like America, and this has led to friction between the two, as can be seen in trade wars and unstable political relations.

The CPC Encyclopedia report confirms how politics use the knowledge created by science and technical expertise to address people’s interests. The report says that since the PRC was established, especially after the reform and opening-up policy, the State and Party were very interested in water conservancy, which led to countrywide efforts to improve water conservation through ambitious programs. The efforts led to significant social and economic developments and led to an improvement in people’s welfare. The government continues to provide social amenities in the 21st century to keep them calm and to sell the government interest in improving people’s welfare.
