The recent drama by Democratic congressman Beto O’Rouke by narrating the nightmare caused by gun owners with threats that they would confiscate AK-47 and AR-15 is a reflection of the long time debate on guns reforms. The number of guns that are in circulation within US borders is alarming such that each household possesses the weapon. Guns are the cause of the fifth most lethal mass shootings in the history of contemporary America. The perpetrators of the five acts all used Semi autonomic weapon such they caused maximum casualties due to limited requirement for reloading. Therefore, the federal government should pass a mandatory gun by the back program.

Passing of mandatory gun by the back program is the solution to reducing gun violence experienced in the past by minimizing the number of semi autonomic weapons in circulation. The Act would be crucial by allowing the government to acquire all the domestic handgun manufacturing firms in the country. Research by Bureau of Alcohol, Tobacco, Firearms and explosives sites that for the last three decades more than 100 million guns have been manufactured in  United States (Koper, Johnson, Nichols, Ayers & Mullins, 2018). The problem is that leaving the responsibility to these firms can compromise the level of sale control. The consensus is that these guns sneak their way to wrong hands; thus, with legislation, it can be under government authority. Also, the Act will enable banning on the importation of the semi autonomic weapon to complement cash buybacks for guns. The implications of these measures are reducing the arms in circulation by confiscating those in wrong hands. There is a clear difference between the buyback program and confiscation of guns, meaning that it can be done without infringing on American human rights.

No apparent reason to direct more resources on the firearms industry but focus on changing the possession and patterns of firearms within the borders. In efforts to reduce gun violence, what of someone purchased all the guns in the country? What if that someone with the responsibility is the federal government? Research by (Leigh & Neil, 2010), indicates that semiautomatic and automatic weapons are more lethal in case of mass shooting due to higher capacity magazines. Therefore, we should pass the bill as a way of minimizing the number of these weapons in circulation to identify those under shaky hands that endanger American lives.
