The policy issue is research and development policy and globalization.

Yes, after intensive research, I have gained a vast understanding of the topic. I also became aware that globalization is the source of social inequality, particularly in the developed world and prosperity in the emerging economies. Moreover, the government must adopt economic policy developments that mitigates the negative effects of globalization, including the banning of cheap imports.

How will you introduce the issue?
Since globalization gained momentum in the last half of the twentieth century, it has created significant opportunities and posed enormous challenges to development in most countries.

The government has to address the increased offshoring of jobs, which has negatively affected the middle class. It also needs to address the rise in illicit industries and black markets, which export illegal arms and drugs and financial crimes across the continents.

America imports most of its goods and services from other nations. For instance, in 2019, imports exceeded exports by $50.8 billion (Bureau of Economic Analysis, 2019). This statistics is an indication that America increasingly depends on products from other countries. United States nationals spent up to $150 billion on methamphetamine, heroin, cocaine, and Cannabis (Midget and Kilmer, 2019). This illicit trade has largely been funded by virtual currency. It follows that America needs to develop policies that embrace the benefits of globalization and at the same time, guard against it detriments.

Globalization has significantly altered the labour markets. Drahokoupil and Fabo (2017) claim that low-skilled workers can lose up to 21% of their income when companies relocate offshore. The Heckscher-Ohlin model supports this premise, as it maintains that companies often relocate the parts of the production process that require unskilled labour to developing countries (Forte & Ribeiro, 2020 ). In this regard, this policy proposal disincentives companies from offshoring production.

Organizations and communities should seek to improve their level of education to compete in a global market effectively. According to Dereli (2015), innovation will reduce the cost of labour, enhance productivity, and improve the competitiveness of companies in the global market. Thus, improving education and encouraging innovation will offset the negative impacts of globalization.

I will use research studies that investigate the effects of globalization and measures that need to be adopted to mitigate them.

No, all stakeholders largely face the same risks. Workers are vulnerable to globalization because they may lose their jobs when companies relocate or are forced to take a pay cut. Competition between companies has resulted in heavily discounted products, which reduces revenues and growth for local small and medium-sized companies.
Are any of your stakeholders marginalized within society? Are they part of a highly privileged social group?
Workers, particularly the unskilled ones, and local medium and small-sized companies are disadvantaged due to globalization.
What are the likely consequences of ignoring stakeholders’ needs?
Workers may continue to face economic challenges, and high prevalence of poverty when they lose their jobs. A lack of income may also cause mental challenges among workers. Small companies may exit the market in search of better competitive advantages, and others may continue to experience unfair competition from cheap imported products.

The government should adopt policies that promote the competitiveness of the American companies and workers in the globalized world and address the negative impacts of globalization, particularly the importation of cheap goods and offshoring of production processes.
Proposed Course of Action:
The government must begin continuous research on policies that apply to the globalized world. It should also employ international risk models when developing its economic and monetary policy. Some of the specific approaches are reforming the education system to address the current workplace challenges, ban importation cheap and low-quality products, and limit the transfer of technology.

It is not difficult for the government to implement the plan since Congress can enact all the necessary policies, or the president can give directives through executive orders.

The government may need to raise taxes and reduce spending on other sectors to fund education reform. Banning cheap products may be unpopular because the policy may disadvantage the poor.

What evidence will you use to support this section of your paper?
Globalization will have a direct impact on the future of most world economies. Samimi and Jenatabadi (2014) underscore that globalization entails that flows of capital, goods, services, across international borders. The 2008 economic crisis negative exposed the impacts of globalization on workers as most lost their jobs and companies relocated to developing countries in search of cheap labour (Ortega, Otero-Iglesias, & Steinberg, 2018). These changes revealed the need for robust policy changes to reduce its impact on the economy.

Yes, several studies, statistics, and analysis on the impacts of globalization have been done and are available to support all elements of this policy. Most of the evidence available agree that the benefits of globalization can be effectively distributed, and its drawbacks can be mitigated.

Yes, I do. For instance, the articles by Samimi and Jenatabadi (2014) and Ortega et al. (2018) will support the argument that globalization has failed the workers.
