The glass ceiling is indeed a definition for the barrier to progression by inhibiting the rising of minorities including women to the higher levels of leadership. As you indicate, the problem of underrepresentation is a major problem for organizations in the United States with no specific solutions. One of the solutions as you indicate is a focus by organizations to new areas of recruitment like HBCUs since they are deemed second-class institutions. It is essential to point out that unless the individuals are motivated the effort to promote the minorities would be effortless. A good example as you highlight is moving a black student to a first-class generation without their willingness.
