Special Education Program
Grande (2017) stated in her article that Special Education Funds is highly prone to corruption, meaning with corruption there will be consequences that students will face in terms of quality education, especially to students who are placed in special education. Additionally, Tomacruz (2018) wrote on her article that DepEd requested additional funds for the special education program, but was rejected by the government, with this type of corruption in the government there will be no improvement of quality education in the country considering that they do not properly allocate funds to the Department of Education. Moreover, there will be consequences that a lot of children with needs will encounter, such as delays in their educational development, delays in providing programs for their needs, etc. However, it is stated in the law of R.A. No. 7277 Magna Carta for Disabled Persons (1991) Chapter 2 Section 12 Access to Quality Education, Sec 13 Assistance to Disabled Person and Sec 14. Special Education that the State shall ensure that disabled persons are provided with access to quality education, the State shall provide financial assistance, the State shall establish, maintain and support complete, adequate and an integrated system of special education and lastly is the National Government shall allocate funds necessary for the effective implementation of the special education program nationwide. Many students will benefit from the funds provided by the government, such as public-school students and teachers with special needs.
Additionally, it will help the teachers provide more materials, activities, etc. to their students to have a better quality education. Furthermore, with the use of funds in the special education program, special educators may provide specific-appropriate programs to children with needs that will consist of collaborators in the program such as the families and stakeholders of the child with needs. Furthermore, because of sufficient funds, children with needs will immediately receive programs that will meet their needs. At some time in the future, they may be able to become independent and contribute to society or the country. It is mandated in the law that the government will provide full participation for better quality education in the country for students to have a better future, contributing to society and country.
