THE REJECTION OF THE IDEOLOGICAL ROADMAP OF LAW
MUI Deputy Chairperson KH Muhyiddin Junaidi said the MUI had asked for the cancellation of the HIP Bill from the start. If it is only postponed, he is worried that the discussion of the HIP Bill will be resumed one day. He added, MUI really hoped that the government and the DPR would seriously hear the aspirations of the community and Islamic mass organizations that rejected the HIP Bill. ″MUI respectfully asks the government and the House of Representatives to comply with the request to revoke this HIP Bill. We respect the government′s attitude, but the purpose of the MUI is to reject all contents of the HIP Bill,″ he said. The HIP bill proposed by PDI Perjuangan reaps rejection because it contains controversial articles. There are at least four points in the most protested HIP Bill, one of which is the exclusion of the MPRS Decree regarding the prohibition of the PKI and communism in the preamble. Then, there is the phrase ″divinity with culture″ in article 7 paragraph (1) and the Trisila and Ekasila concepts in article 7 paragraph (2) and paragraph (3). In addition, the Pancasila Ideology Direction (article 2) is considered to put aside religion. The Nahdlatul Ulama Executive Board (PBNU) has the same attitude as the MUI. Chairman of the PBNU in the Field of Law, Human Rights, and Legislation KH Robikin Emhas said the PBNU hoped that the entire legislation process of the HIP Bill was not continued. ″The HIP bill is like a hot ball. Because it is a hot ball, PBNU hopes that the entire legislation process of the HIP bill will be stopped,″ Robikin told Republika yesterday. He claimed to be grateful because the government responded quickly to people′s aspirations. He revealed, based on information submitted by Coordinating Minister for Politics and Security Mahfud MD at the residence of Vice President Ma′ruf Amin on Tuesday (16/6) night, the House sent a draft of the HIP Bill to the government through a letter dated May 20, 2020. The letter was received by the government on May 22, 2020 .Thus, he said, the government according to the law had 60 days to make an inventory of problems and send a presidential letter (surpres) to the DPR. If the president does not deliver the DIM and the presidential decree within 60 days after the government receives a letter from the DPR, the discussion on the HIP Bill cannot be continued at the DPR. ″The layman′s language, the HIP bill is dropped by itself,″ he said. The Muhammadiyah Central Leadership also appreciated the government′s step which delayed the discussion of the HIP Bill. He invited all parties to jointly monitor the HIP Bill so that it was actually revoked and the discussion stopped. PP Muhammadiyah Secretary General Abdul Mu′ti advised the DPR not to continue the process of discussing the HIP Bill. DPR is expected to meet the demands of the people who reject the HIP Bill. He also reminded the DPR not to propose a substitute for the HIP Bill under another name. Because, it will cause noise and rejection from the community. ″The DPR′s decision needs to be made at the first opportunity to ensure and give public confidence that the HIP bill has really been terminated or revoked,″ he said. On Wednesday (17/6), a number of religious organization leaders met with Mahfud MD to discuss government steps related to the HIP Bill. The meeting was attended by, among others, representatives from the Indonesian Ulema Council, PBNU, Al Washliyah, the Indonesian Muslim Intellectual Association (ICMI), the Church-Church Fellowship in Indonesia (PGI), and the Indonesian Bishops′ Conference (KWI). The figures from religious organizations present were understanding that the Pancasila Ideology Development Board (BPIP) needed a stronger legal basis such as the Law. However, they warned that the foundation would not be widened and solely for institutional strengthening. ″We ask the Parliament to review this bill because we reject all forms of weakening and support the strengthening of Pancasila in the right way,″ he said.the representative of the Indonesian Bishops′ Conference (KWI), Father Heri Wibowo, in a press statement. The leaders of religious organizations have the opportunity to express their views. In general, they stated that Pancasila was very important to maintain. Therefore, if there are parties who want to weaken Pancasila, they are determined to face it with all efforts. ″Pancasila is the meeting point of all religions. ″We Buddhists feel it is very necessary with this Pancasila, therefore we will reject all who want to weaken Pancasila,″ said a representative from Permabudhi, Sugianto. Deputy Speaker of the DPR Sufmi Dasco Ahmad ensured that the DPR prioritized public votes regarding the HIP Bill, especially after many rejections from various parties. ″We really want to hear the public′s voice before then proceed to the discussion and others,″ Dasco said in Nusantara III building, Parliament Complex, Jakarta, Wednesday (6/17). He said the DPR also approved the government′s decision to delay the discussion of the HIP Bill. The government is expected to immediately send the decision in writing.
