1.0 Introduction
This strategic plan will describe how Global Unity Inc (GCI) supports the application of UNESCO of Volcanoes of Kamchatka (Russian Federation). United Nations Educational, Scientific, and Cultural Organizations (UNESCO ) began in 1945. UNESCO works by the main objectives of promoting a culture of peace, eradication of poverty, and sustainable development through education, communication, science, information, and culture. World heritage has outstanding universal value, and it’s a site selected by UNESCO to regulate the body. UNESCO controlled through world heritage aims to operate within the objectives and guidelines put n place for better functioning; as a result, it stresses mainly on incorporating both culture and the natural heritage. For this reason, the body supports the aim of conserving the Volcanoes of Kamchatka based in Russia. The volcanoes of Kamchatka being among the most valuable and outstanding volcanic regions in the world, it has a high density of active volcanoes, many varieties of volcanoes, and broader attributes of same nature. The Volcanoes of Kamchatka has six sites that comprise all volcanic feature located in the Peninsula. The tremendous sceneries in an environment by volcanoes of Kamchatka is through the excellent interplay of glaciers forms and active forms. This beautiful scenery attracts tourism as tourists visit to have a view of varieties of salmonoid fish and the many species of the sea otter, brown bear, and Stellar’s sea eagle. Due to this variety of beautiful sceneries, there is a need for world heritage through UNESCO to formulate an excellent plan for control and to conserve the volcanoes of Kamchatka. This paper, therefore, aims to bring all the supportive facts from UNESCO on its mission, vision, and all the persons involved putting the strategic plan in implementation within the stipulated time frame. Also, the paper discusses the incorporation of global strategy in supporting the conservation plan of Volcanoes of Kamchatka. In addition, a strategic plan will focus on the identification of the available resources for the successful implementation of the global objectives of conservation.
2.0 Conserving World Heritage as a Wicked Problem
The world’s cultural and natural heritage is challenged not only by nature, human activities, and time factor but also by varying climatic conditions and actions of military forces in an environment. The wicked problem in the world is brought about by people involved in regulating environmental matters. The armed conflicts have become a significant threat to conserving world cultural heritage; throughout, military practices are evident in the destruction of the environment through looting and other evil practices. The military had the manipulations from the political class, religious affiliations, economic, and propaganda reasons. The strategic plan had laid down all the problematic factors . The natural heritage faced difficulties; for that reason, problems are impossible to combat due to contradicting and varying circumstances that are difficult to tackle. Therefore, it’s necessary for persons involved to equip the natural resource heritages with possible mechanisms to be able to identify potential areas that need the attention of conservation. All the critical factors in the economic, environmental bodies, and all the persons in the society should take an active role in ensuring the natural heritage requirements had met and well structured. Because the wicked problems fail to have a particular mechanism to tackle them, their natural form in which the issues occur comes with a lot of difficulties in seeking the best remedies. Although the problems bring a big challenge that catered to the strategic implementation, they push the stakeholders to combine efforts to manage the wicked problem and conservation of the natural heritage, which require solutions to all difficulties. Although it has posed a challenge in achieving the objectives, the preservation of the heritage material has enabled an excellent strategy to deal with the wicked problem.
The reason why wicked problems do not have clear solutions is a problem linked to other issues. All factors kept constant, protection of natural heritages known by dealing with other elements. The wicked problem has made the world to be united in terms of finding the best way of dealing with the problem. Climatic conditions that seem to vary from the main base for a wicked problem that categorically affects the natural heritage. Thereby, a strategic plan needs to incorporate all ideas suggested by stakeholders in ensuring the problem is well analyzed, and all the dealings of various groups had articulated to achieve conservation of Volcanoes of Kamchatka. Also, the wicked problem has made the global strategy to cater to all regulations needed to address and protect the interest of natural sites. All persons involved brought along all challenges that are related to economic, ecological, political, social, environmental, and the creation of possible ways of linking all the values and the attitudes that are attached to the wicked problem. Therefore, the strategic plan is to incorporate the conservation, the making of the management to ensure the cultural and natural heritage is protected to solve the wicked problem. All these measures consequently bring about the conflict that is involved in conserving the natural heritage and the handling of all the issues to protect the natural heritage. The wicked problem has brought the rising of conflict among the persons involved as they embark on finding the right guidelines to enhance the conservation of national culture. All the persons involved in the strategic plan are as follows;
- 1) Economic stakeholders
- Economic stakeholders are the factors that include resources mostly financial that mainly enables the global strategy to cater for the expenses brought along by the wicked problem. All these issues are to combat the difficulties imposed by the armed conflicts and the changing of climatic conditions.
It is, therefore, essential for stakeholders to determine the criteria to be used in natural heritage to ensure the culture is conserved. Although, economic stakeholders affect the corporate desires negatively in the process of regulating other stakeholders. Therefore, financial stakeholders are very crucial as it facilitates the general operations in ensuring the natural heritage is conserved. For a means of determining the resources to be allocated to several conservation sectors, natural heritage requires finances to ensure easy conservation. However, economic conflicts contribute both positively and negatively towards ascertaining the corporate desire to regulate and control the other stakeholders. For a strategic plan to its objectives, the stakeholders directed to determining the regulating finances are very crucial in the conservation.
- 2) Environmental stakeholders;
- Environmental factors play an essential role in contributing to natural heritage conservation. Factors such as climatic changes, temperature regulations, and the changes that affect the topography of land are mainly useful in determining the rate at which natural sites managed. Thereby, environmental conflict is given in consideration while evaluation of essence of combating climate conditions.
- Societal stakeholders; The societal stakeholders work hand in hand with the global strategy on conserving natural and cultural heritage. The UNESCO body has formulated to incorporate global unity in preserving world heritage. There is a need for the universal corporation to deal with the wicked problem. The society at large hosts the world heritage is essential in ensuring the armed conflicts and climatic conditions regulated to some extent. Through public education, it is possible to influence more persons to join hands against the wicked problem; therefore, the conservation of natural and cultural heritage enforced. The strategic plan can achieve its objectives and guidelines through corporation by society.
3.0 Strategic Vision, Mission, Statement of Intent and Supporting Objectives
For any organization to execute its strategic plan, it requires instructions to achieve its mission on a targeted goal. The vision in a strategic plan enables the organization to have a clear intent and a well-laid plan to address the issues that may hinder the realization of the supposed objectives. Also, the members must illustrate the fact that they know about the dealings. All stakeholders should understand every list in a strategic plan.

The vision of Global Unity Incorporation is a long term overview of what a strategic plan aims to attain in the future period. A strategic plan lays the idea needed to help them keep in focus with the main aim of conserving the natural heritage; and the future societal needs.
